You will manage key strategic risks and look for creative new solutions to reduce costs and improve value proposition on the site in support of customer initiatives. Operations:  Ensure EnergySolutions safely, efficiently, and effectively delivers the contracted work to exceed customer expectations. Act as the sites formal point of contact for the customer.  Manage the health and safety of the site achieving and maintaining world class performance. Ensure compliance with licenses, environmental regulations, and statutory requirements and policies of RSMC/EnergySolutions.  Secure appropriate regulatory consents, approvals, and needed authorizations to operate the site. Manage the    interface with key senior stakeholders – regulators, trade unions, local communities – ensuring that interfaces and communications are effective.  Interface with all on and off site contacts.

Supervisory Responsibilities: Directly supervise the Deputy Site Director and oversee all programs, employees, and subcontractors.

Project/Program Manager – Magnox Facilities UK

Leadership:  Lead the site Project Department as well as individual projects with accountability for the delivering the contracted work/projects to the required site targets.  Manage project scope, budget and schedule utilizing innovative and effective D&D and hazardous waste reduction solutions for nuclear sites and facilities.  Make contributions to policy and strategy that are authoritative and support the achievement of Site objectives.

Strategic Planning:  Support the sites lifetime planning process with the production of underpinned project strategies that are scoped, costed, scheduled and have high integrity risk management programs to support them. You will need to use your own experience and work with the project teams to generate an interdependent, logic linked schedules that encompasses opportunities you will deliver against in future years.      

Operations: Support the Deputy Site Director to establish and maintain a project delivery organization to deliver the work program. The delivery organization will encompass all required functions on site that will support a project driven culture, provide support to the project team, and ensure that safety requirements and legislative requirements are met.  Effectively manage relationships with customers and regulators. Introduce innovation and improvements on a continuous basis that support increased safety and commercial performance. 

Supervisory Responsibilities: Directly supervise and manage 50 to 100 employees with responsibility for recruiting staff, performing appraisals, delegation and staff development. Mentor direct reports to develop and enhance project management skills.  Manage industrial relations in a highly unionized workforce.  Maintain appropriate controls, monitoring and reporting to meet legislative and organizational requirements.

Establish a challenging environment that drives innovation and introduces waste techniques that support reduction of stored waste or waste arisings on site.

Strategic Planning:  Support the sites lifetime planning process with underpinned solutions and strategies to waste management that are scoped, costed and scheduled. You will link with other UK Magnox sites and ensure best practice is implemented at the site on waste management.   

Operations:  Provide technical and specialist advice that meets commercial and safety requirements. Contribute continuous improvements that are positive and effective while supporting the enhancement of safety and commercial performance.  Introduce simple and innovative hazardous waste reduction techniques.  Review the existing integrated waste management plans, introducing innovative waste reduction techniques that will support waste minimization, waste reduction, radioactive material management, and waste segregation.  Manage contracts to achieve targets and deliver customer value. Establish ideas and opportunities for working more effectively and efficiently with the UK’s Low Level Waste Repository.

In support of on-going growth initiatives at WCS, the company was recently granted a license to permanently dispose of 11e.(2) byproduct materials.  The combination of West Texas geology and a community supportive of the company’s operations, the new byproduct disposal capability offers an ideal option for the rapidly growing nuclear industry and ongoing federal cleanup initiatives.

Position Title:                   Laboratory Manager

Reporting to:                     Director of Environmental, Safety and Health

Location:                           Andrews County, Texas

 

The Opportunity:  WCS is seeking a Laboratory Manager to manage laboratory functions and analysis relating to the operations of the WCS West Texas facility. The Laboratory Manager reports directly to the Director of Environmental, Safety and Health and may be exposed to radiation within occupational limits.

 

Duties and Responsibilities:

 

R                        Manages laboratory personnel ; 4 - 6 technicians and one chemist

R                        Periodically reviews analytical information from all laboratory personnel for technical correctness and compliance

R                        Provides oversight of recipe development for waste treatment

R                        Assists the Director of Operations in formulating waste acceptance and characterization guidance

R                        Assures that all waste received at the facility is in compliance with permits and the Land Disposal Restrictions Program

R                        Advises and consults with management regarding laboratory support including, but not limited to sample identification, waste stabilization, characterization, various chemical analysis, sampling and processing waste

R                        Supervises laboratory programs

R                        Operates the Analytical Laboratory of the facility

R                        Conducts oversight of all analysis performed in conjunction with the Waste Analysis Plan for the facility

R                        Secures competent off-site analytical services where necessary

R                        Assures all samples of waste or media taken under the Waste Analysis Plan utilize proper protocols and that all laboratory wastes are managed properly

R                        Ensures the maintenance of all laboratory equipment

R                        Implements Quality Controls and Quality Assurance programs for the lab

R                        Acts as a mentor for all laboratory personnel

R                        Develops and maintains laboratory budget

R                        Performs other related work activities as required

 

Supervisory Responsibilities: The Laboratory Manager directly supervises employees in the Laboratory Department and carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Position Title:                   Director, Radiation Safety

Reporting to:                     Vice President and General Manager

Location:                           Andrews County, Texas

The Opportunity:  WCS is seeking a Director, Radiation Safety to manage the overall site Radiation Safety program while leading a diverse workforce supporting a wide variety of Radiation Safety projects.  The Director, Radiation Safety will also oversee current, developing, and future Radiation Safety objectives consistent with the site’s expanding capabilities.  In addition, the Director, Radiation Safety will prepare the annual Radiological Environmental Monitoring Report (REMP).  The REMP is produced in support of the various site wide radioactive materials licenses and although the data for the REMP is collected by the ES&H division, the annual REMP report is prepared by the Director, Radiation Safety. 

 

Duties and Responsibilities:

 

R                        Manages the overall Radiation Safety program

R                        Consolidates multiple, similar, radiation safety plans and procedures submitted as part of the various licensing efforts into one comprehensive, compliant, cost effective program to the extent possible by differing license requirements

R                        Manages all Radiation Safety Officers for each material license including:  Compliance Data Analyst, Radiation Safety Manager, multiple Health Physicists, Radiation Safety Technicians, and a Radiation Safety Clerk. (Supervises current staff of approximately 20 individuals expanding to 30+ in support of additional licenses and growth activities underway at the Andrews County Site.)

 

Supervisory Responsibilities: The Director, Radiation Safety supervises employees who support a variety of radiation safety related roles.  The Director is expected to carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

R                        Excellent project management skills providing leadership and analysis of departmental data while adding and coordinating information supplied by other departments creating combined radiological safety reports consistent with site objectives

R                        Experience in compliance with all state, federal and local environmental laws

and legislation

R                        Successful track record in implementation of integrated radiological safety management practices and systems for nuclear operations

R                        Demonstrated experience in improving safe work practices

R                        History of successful interaction with regulators and stakeholders with open communications style

R                        Technical understanding of nuclear waste treatment and disposal processes

R                        Experience in radiological safety and other management disciplines in safety

R                        Track record in performance management and continuous improvement.

R                        Experience in managing site license and permit operating conditions and

practices in full conformity to license/permit provisions and requirements

R                        Strong relationships and management of safe working conditions with site labor force

Education:  Bachelor’s degree in an Engineering or Scientific field such as Health Physics and ten years of related health physics experience, including five years of management experience. A certified Health Physicist (CHP) certification is highly desirable

Waste Control Specialists LLC (WCS) was formed in 1995 in Andrews County, Texas to dispose of RCRA/TSCA hazardous and industrial waste.  WCS also processes, treats, and stores RCRA/TSCA, LLRW, MLLRW, and special nuclear materials. 

 

In support of on-going growth initiatives at WCS, the company was recently granted a license to permanently dispose of 11e.(2) byproduct materials. 

 

In addition to the byproduct disposal license, the WCS facility in Andrews County, Texas, has a pending LLRW license for disposal of Texas Compact Class A, B, and C LLRW as well as Federal Class A, B, and C equivalent LLRW and MLLW.  WCS expects to begin permanent disposal of LLRW in 2010.

 

The site covers nearly 15,000 acres with 1,338 acres currently permitted for treatment and disposal activities.  WCS is home to more than 120 employees and expects to grow to over 200 employees  to meet the growing demand for their services as a result of their expanded capabilities.

The Opportunity: 

 

WCS is seeking an ES&H professional to join the management team and oversee all worker safety and environmental compliance aspects of Andrew’s, Texas facility.

 

The Director of Environmental, Safety and Health will have direct responsibility for the following site programs: Industrial Health and Safety, Environmental Monitoring Program, License and Permit Required Regulatory Reporting, Inspections and Records (excluding reporting performed by RSO),  Wastewater Treatment and Laboratory.

 

Qualified candidates will be responsible for ensuring that the site is in full compliance with all company and regulatory requirements as well as performing day-to-day work in an environmentally responsible manner while protecting the safety and health of all employees and subcontractors.  Additional responsibilities include being ready to respond to emergency situations, institutionalizing safe work practices and systems, capturing and applying lessons learned and supporting operations in planning work and developing procedures.

 

Concentrated experience in the following areas:

 

R                        Strong knowledge of and experience in environmental monitoring programs

R                        Experience in compliance with all state, federal and local environmental laws

R                        Successful track record in implementation of integrated safety management practices and systems for nuclear operations

R                        Technical understanding of nuclear waste treatment and disposal processes

R                        Experience in operational safety, industrial safety, radiological safety and other management disciplines in safety

R                        Track record of data management including timely analysis, trending analysis, performance management and continuous improvement

R                        Experience in managing site license and permit operating conditions and

practices in full conformity to license/permit provisions and requirements

R                        Hands-on  and on-site experience in field construction and nuclear operating environments

R                        Strong relationships and management of safe working conditions with site labor force

R                        Demonstrated experience in sample management, laboratory management and water/wastewater treatment facilities

 

Special Experience:  Qualified applicants will have a solid foundation in the nuclear waste or operations management industry with 10 years of related experience in environmental and safety programs and a minimum of 5 years managerial experience. It is preferred that the candidate also has experience in a related field working within the corporate structure during new facility construction or expansion.

 

Education:  Bachelor’s degree in an engineering or scientific field (or equivalent) and ten years of related experience.
